在穗境外人员须知

    为了保障境外人员{包括外国人（含无国籍人）、港澳台居民、华侨}在穗期间的人身和财产安全，根据《中华人民共和国外国人入境出境管理法》及其实施细则、《中国公民因私事往来香港地区或澳门地区的暂行管理办法》、《中国公民往来台湾地区管理办法》等法律法规，境外人员入境后应遵守以下规定：
    一、持有"D、Z、X、J-1"四种签证的外国人，自入境之日起30日内请到广州市公安局出入境管理处办理《外国人居留证》或《外国人临时居留证》。
外国人在华就业，请凭"Z"签证及劳动部门签发的《外国人就业证》，到广州市公安局出入境管理处办理《外国人居留证》或《外国人临时居留证》。
    二、已办理《外国人居留证》或《外国人临时居留证》的外国人离开自己住所，临时到其他地方住宿，请按《中华人民共和国外国人出入境管理法实施细则》第二十九、三十、三十一条规定到当地派出所或公安机关授权的境外人员临时住宿申报点办理临时住宿登记手续。
    三、外国人在签证或居留证件有效期满后需继续在华停留或居留的，请于期满前向广州市公安局出入境管理处申请延期。
    四、台湾居民在内地就业，请到广州市公安局出入境管理处办理暂住加注或多次出入境签注。
    五、境外人员需要在穗居民家中留宿的，请与抵达住宿地24小时内（农村的72小时内）到拟住宿地派出所或公安机关授权的境外人员临时住宿申报点办理临时住宿登记手续。
    六、在穗居留或停留的年满16周岁以上的外国人，请随身携带居留证件或者护照，以备检验。
    七、境外人员依照《中华人民共和国机动车驾驶证管理办法》领取机动车驾驶证后，才能在穗驾驶机动车。
    八、境外人员如有违反上述规定的，将可能会被依法处以警告、罚款、拘留、限期出境、驱逐出境等处罚，或采取遣送出境等强制措施。情节严重，构成犯罪的，依法追究刑事责任。
    九、在中国出生的外国婴儿，请于出生后1个月内，由其父母或代理人持儿童出生证明及父母身份证件复印件向广州市公安局出入境管理处申报、办理登记手续。
    十、境外人员所持护照、证件如遗失或被盗（抢），请到案发地派出所报案。外国人凭案发地派出所出具的《报案回执》到广州市公安局出入境管理处办理出境手续。
    十一、境外人员在穗如遭遇被侵害等紧急案（事）件，请拨打110报警。

Public Information for People from Outside Mainland China

    People coming from outside Mainland China including aliens , overseas Chinese and residents from Hong Kong ,  Macao and Taiwan , should , upon arrival in Guangzhou, observe the following regula-tions and rules for the purpose of protect-ing your life and property. Those regula-tions and rules are taken from Law of the People's Republic of China on Entry and Ex-it of Aliens and Rules governing the Imple-mentation of the aforementioned law, the Provisional Regulations governing Chinese Citizens'traveling to Hong Kong SAR and Macao SAR on Private purposes , and the Regulations of Chinese Citizens traveling to Taiwan Area.
   1. Aliens holding visas D,Z,X or J-1 shall , within 30 days of entry  into China ,obtain Aliens'residence certificates from the Department of  Entry and Exit Adminis-tration of Guangzhou Public Security Bu-reau.
Aliens who seek employment in Guangzhou , shall enter China by holding visa Z, and shall obtain Aliens'Work Permits from the Guangzhou Labor and Social Security Bureau and obtain Aliens'residence certificates afterwards.
   2. Aliens having residence certificates in China who wish to lodge temporarily elsewhere than their own residence , shall report and register accommodation to the local police station or the authorized reg-istration center in accordance with the provision of Article 29,30 and 31 of the Rules governing the Implementation of the Law of the People's Republic of China on the Entry and Exit of Aliens.
   3. Aliens who need to prolong their stay or residence in China beyond the expiration of their visas or residence certificates shall apply for an extension before the ex-piration of their visas or residence to the Department of Entry and Exit Administration of Guangzhou Public Security Bureau.
   4. Taiwan residence who seek employment in Guangzhou , are required to apply for residence and multiple entries to Department of Entry and Exit Administration of Guangzhou Public Security Bureau.
   5. Any person coming from outside Main-land China who wish to lodge at the home of a Chinese resident in Guangzhou , shall within 24 hours of arrival (72 hours in ru-ral areas ), report and register accommoda-tion to the local police station or the au-thorized registration center.
   6. Aliens at the age of 16 and upwards who reside or stay in Guangzhou shall carry with them their residence certificates or passports for possible examination by po-lice.
   7. People from outside Mainland China can drive only after they obtain their Chi-nese driving licenses in accordance with the Regulation of People's republic of China on driving licenses of motor vehicles.
   8.  People from outside Mainland China who violate the aforementioned regulations, may be served a warning , fines, detention, departure within a specified time or depor-tation, and those whose offenses are serious enough to constitute a crime shall be pros-ecuted for their criminal responsibilities according to law.
   9. When an alien infant is born in Guangzhou , the parents or their agent shall, within one month after his birth, re-port to the Department of Entry and Exit Administration of Guangzhou Public Security Bureau with the birth certificate, the copies of the parents passport or identifi-cation and complete registration procedures.
   10. In case of any lost or stolen of passport, traveling document or residence certificate, you should immediately report to the local police station where the lost or stolen happened. Besides, aliens shall report to the Department of Entry and Exit Administration of Guangzhou Public Security Bureau with police report from the local police station.
   11. Please dial 110 to report to the police if you have a dangerous encounter in Guangzhou.
